Why aren't required properties filled when contractors submit documents?

When you configure document types as described in Managing document types, you can force users to enter values for some properties by enabling the Required option of the property. By itself, this option is only enforced when users edit document metadata.

To also enforce the option when a contractor submits documents, you must also set the Required properties not complete option to Fail as described in Configuring document compliance rules.
